Meet Your Councillors

Chair [H] -Stephen Hoskins

Stephen and his family moved to Headley in 1986 having lived in Hampshire all his life. His children were members of local scout and guide groups and also attended Ashford Hill Primary School where Stephen was Chairman of the PTA. Stephen’s wife Primrose has for many years taught a dance evening class at Ashford Hill Village Hall and arranged dance demonstrations at the local fetes.

Stephen is a member of the Parish Neighbourhood Plan Committee and having over the years seen various facilities for local people disappear is keen to preserve what is left and if possible improve upon them. He would also like to see more of a “Communal Heart” exist.

Prior to retiring Stephen was a Chartered Mechanical Engineer working for a major international engineering and construction company heading many functions including project management.

Stephen’s interests include motorbikes, clay pigeon shooting and walking, especially to country pubs when possible.

Vice Chair [H] - Steve Dunn

Steve has lived in Thatcham since 2002 and in Headley since 2017. Steve spent many years in the communications industry, managing lots of different activities and teams. In 2018 he left that world to concentrate on running his own family business hiring out campervans.
 
He has many interests, mainly factoring around his family and leisure time, motorsport and especially enjoys sea fishing whenever he can. He also enjoys helping and supporting The Sunday football now being played at Headley Common.

Clerk - Steven Marshall

Steven has worked part-time for the Parish Council as Clerk and Finance Officer for over 18 years. Steven’s professional career started in hotel management and he now specialises in management consultancy in secondary and tertiary education.

Steven has three sons who share his interests in the arts, history and international travel.

Councillor [AH] - Joe Woodford

Joe is a local businessman. He has lived in the village of Ashford Hill since 2003 and was a former pupil of Ashford Hill Primary school. Both his children attended Jiminy Crickets and Ashford Hill Primary. He is very interested in making Ashford Hill and Headley a happy and safe place to live. Speeding through both villages is of particular concern, especially passed the school. Joe helped set up and run the Community Speed Watch programmes with Jeff Macdonald and was instrumental in the purchase of the SIDs and SLR units.

As a technologist, he lobbied BT, HCC and our local MP to get faster broadband for both villages. As a result, a good proportion of Headley has access to BT Infinity since November 2015, and he is working hard to make sure Ashford Hill is part of HCC’s Wave 2 Phase 2 Superfast Broadband roll-out to bring FTTP to most households in the village. This was concluded during 2020 with Old Lane’s FTTP being lite.

Councillor [H] - Karen Parker

Karen has lived in Mill Green for over 30 years. During this time, she has taken an active interest in village life including running the Beavers, Youth Club, several Fetes and Jubilee celebrations. Karen was an active member of the AHH Wives Group and is now often found in the Community Café on many Tuesday afternoons.

Karen was a Director with IBM and then ran her own company. Now retired Karen is keen to contribute further to the villages. Of great importance to Karen is Community and maintaining the rural life that we all enjoy.

Karen has two children and two step-children. Her interests include walking, cycling, swimming, golf and the arts – and as much travel as possible!!

 

Councillor [H] - Geoff Allwright

Geoff Allwright has lived in Headley since 2017 with his wife Christine.  Together they have 4 adult children and 4 granddaughters.

Geoff has retired from full time work but does still have some procurement consulting projects. Previously he held the position of Travel Procurement Manager at Airbus for 15
years  where he worked on many exciting aerospace related projects.

Before this, Geoff also held the position of Travel Manager while working at Intel Corporation and was the Travel Manager while working at HP. Geoff’s interests include cycling, tennis, and is a footpath warden. Geoff is on the leadership team of Community Church Tadley. He has raised many thousands of pounds for charity, including sponsored cycles in Kenya and Uganda. As a Parish Councillor Geoff wants to help all residents have a wonderful time living in these great villages.

Councillor [AH] - Ken Rhatigan

After being your Borough Councillor for many years and living in Ashford Hill since 2002.  I wanted to continue to put something back into the villages that I care about. Having been Chair of Governors and a Governor at Ashford Hill Primary School for many years as well as ensuring Headley Village Community Shop get the support it requires to continue to thrive.

 I believe that we live in a Parish that requires protection from unwanted development and my work with the Neighbourhood Plan team meant that we could protect Ashford Hill at a planning appeal from large scale development and I hope we can ensure that Headley receives the same support should the need arise.

From cleaning out dog bins and drains I hope that I have shown a dedication to where I live and hope through the Parish Council that will continue.
